CASE STUDY
The Commercial Division of the Department of State (SOS) is the first point of contact for new businesses and provides for the filing of official documents for business organizations and non-profit corporations as provided by Louisiana law. The Commercial Division performs a vital role in state government, however the system used for the registry of business and uniform commercial code filings has been in existence since the early 1990's and has not kept pace with the needs of the business community. Louisiana has lagged behind in part because of the older technology upon which the Commercial applications were developed.
In June 2008, GCR was chosen by the Louisiana Secretary of State to design and develop an innovative imaging and workflow system to bring the Louisiana Secretary of State’s (LASOS) Corporations office to the next level in customer service. GCR converted data from the existing LASOS AS/400 system to a .NET system. This conversion included all corporations and service of process data as well as 5 million images currently maintained on the RealVision system.
To fulfill the requirements of this assignment, GCR developed detailed technical specifications, provided specifications for all required hardware and software components, designed, coded, tested, and implemented identified functionality and any identified enhancements. As part of the job requirements, several GCR staff members are working full time on-site at the SOS Archives Building in Baton Rouge and will do so for the duration of the project. Additionally, other GCR staff members provide weekly on-site visits.
GCR has developed custom applications that provide the functionality required by the SOS Commercial Division. The applications provide for efficiency in working with Corporations and Administrative Services information. Each custom application integrates seamlessly with the Microsoft Office SharePoint Server and KnowledgeLake scanning/imaging system, the RightFax fax management software, the SOS financial interface, and the SOS archival interface. They manage and interact with the corporation database and the image/index database.
A complete customer portal web application provides online functionality including, online filings, annual reports, certificates of good standing, corporate summary information and a shopping cart for online purchases of SOS services.
